THE ESPER NETWORK
Espers a.k.a. psychics exist alongside magickind, concealing the truth of their existence from normal human beings on modern Earth. Psychics live in special communes all around the world in order to train one another in controlling and utilizing their special abilities. The overall governing body of psychics are known as The Esper Collective.
Historically, they flock into groups to be with those who are the same as them and tend to avoid integrating with normal people although there has been a recent trend in modern times of psychics losing their sense of camaraderie with their fellow espers and independently going out on their own and mixing with the outside world, causing a dilution of psychic powers. The Esper Collective has its own survelliance network that monitors other espers and takes in those without community so that their powers don't go awry or clash with magickind.
While the history of espers has long been obscured due to the lack of physical records and evidence, it is widely believed that they are all descendents of a fairy, a special immortal that previously lived in a different realm called, The Land of Bliss; a magical mountainous paradise, home to a certain species of fairies that is either lost forever or still exists and cannot be reached anymore. Fairies, from which espers claim their powers originate from, are also non-existent.

Almost. There is a fragment of a fairy that exists and the Collective has taken great care to preserve. Years ago, a deal with the enigmatic Witch King was struck, and he helped drive the creation of cloned espers, all with varying results.
A DUPLICATED EXISTENCE
Long story short, is that Lien Kha is a clone of a certain fairy who had powerful psychic abilities. She and her fellow clone sisters and brothers are a result of combining science and magics, but the finer details of their creation is hidden from the general esper population and for the clones themselves, their memories of their birth are wiped from their minds in order to keep the secret ironclad. Not many of them survived at first, but over time, a small group endured and they all shared the same trait; vivid and deep blue eyes.
Unlike her siblings, Lien is the only one who has vague memories of their creation and early days of birth. Her early beginnings are a dark secret that she carries with her that very few people, not even Ai Thao, are aware of due to the Esper Collective's efforts to keep the means of production a secret.
The guilt Lien carries is regarding how she used her psychometry to absorb the vague traces of personality from other clones to bolster her own survival while clinging to her sister, Ai Thao. She is able to recall that the empty shells with little power were discarded, and fearing for her life, without understanding why, she took those fragments to construct her own sense of self. From that point on, her memory of that time is blank, wiped from her mind, but not completely.
FUNCTIONAL, BUT AVERAGE
Ai Thao Kha was considered a near miracle with how potent her psionic abilities were. Lien was considered functional, but average. Ironically, this dynamic allowed Lien more freedom than her sister who was watched over carefully and kept at arms length from the rest of the world. Eventually around age thirteen, Lien got bored of living in the Vietnam commune and a chance meeting an outsider, Jonah Reed, gave her the opportunity to move and strike out on her own at the cost of losing her affiliation with the Esper Collective. Because of her clone status, however, the Collective keeps a close eye on her movements for any irregularities.
Under the mentorship of Jonah Reed, Lien became a competent if unusual private investigator. The nature of her work led her to make connections with other espers, magickind, and other unique individuals that gave her a sense of community and purpose, even if the matter of her creation haunted the back of her mind. Around age eighteen, Lien reunites with her sister Ai Thao, and they both experienced the consequences of the Esper Collective's hubris from making clones.
WE CAN'T STAY THE SAME
One day, one of the bodies of a failed clone was taken over by an outer world entity (dubbed "Mad Queen") and began to wreak havoc throughout several continents, utilizing the body's latent psychic abilities. Lien and her fellow espers were sent to assist Ai Thao and apprehend the Mad Queen and soon, they were able to track it down and corner it. Lien is the one who uncovers the origins of their fellow clone and the otherworldly creature that took over it.
The Mad Queen donned the same face as the sisters and its powers were equally matched to Ai Thao's. Lien mostly stayed away from the direct conflict, but she also heard the Mad Queen's appeal and uncomfortable truth; the point being that both Lien and Ai were products to be used and had the fortune of surviving when many others like her did not and were consequently thrown away. This hits especially hard for Lien who felt deep down, that what she did to survive was unforgivable.
Finally, Ai Thao defeated the Mad Queen, a bitter victory for everyone involved. Lien saw that her sister's heart was shaken and remained by her side. She was one of Ai's main advocates to leave the Esper Collective's among many other supporters. Now both clones were cut off from the Collective's support, but Lien had her own network to fold Ai into and they could now live with a degree of freedom and learn what being themselves meant.
SOMEDAY WE'LL KNOW
Lien continues her private investigation work, sometimes bringing Ai Thao along for extra protectionand intimidation. The twins live together while being watched over by their handler Jonah Reed and other people in their immediate community. Lien takes it upon herself to be an older sister figure to Ai Thao, trying to make sure the latter increases her knowledge about the world around them, and so her powerful esper twin doesn't stray off the wrong path. The psychometer only has a vague goal of being able to find and uncover the machinations behind the creation of the other clones in order to make up for her sinful beginnings.
But for now, she lives life on her own terms, weaved into the world as one of its many paranormal and supernatural threads.
Canon Abilities/Powers:

Lien is able to touch any object or person and receive all the information about them and their origins. For example, if she touched a person, she could find out their age, what they're thinking currently, and their past actions. If she touched an object she would know its composition and sense memories and the past associated with it. This is an especially useful ability when it comes to picking up a weapon she's never used before and provided it's been used by another person, she can learn how to wield said weapon almost immediately. She can presumably pick up on how to speak a foreign language in this manner as well. Lien usually gets rid of or pushes back the knowledge she gains from psychometry by sleep so her brain doesn't explode since there's only so much she can keep in her head all at once.
★ Short Circuiting
A very minor form of electrokinesis. Lien's psionic energy is constantly circulating through her hands so she can induce minor shocks and voltages when in direct physical contact.
